About the Organization 

The Nunavut Housing Corporation is an agency of the Government of Nunavut that serves the housing needs of one of the fastest-growing and youngest populations in Canada. NHC’s mandate is to create, coordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.  

About the Opportunity

Currently, we have an exciting opportunity for a full-time Community Development Officer – Technical to join our team in Kinngait, Nunavut.

Reporting to the Manager, Community Development - Technical, you will support the design, construction, and project & contract management of public and staff housing. You will provide technical support in the delivery of homeownership repair programs, working within the established Government of Nunavut (GN) and NHC policies, building codes, procedures and regulations. Occasional duty travel to other Nunavut communities will be required.

More specifically, your responsibilities in this role will include:

  • Co-ordinating, retrofitting and modernizing improvement projects and the maintenance of corporate assets
  • Providing technical support and training to ensure the development of delivery capabilities of community partners
  • Consulting with the communities on housing programs through public meetings, workshops, and liaising with community groups and client counselling
  • Evaluating and recommending improvements in program delivery and identifying potential conflict areas in delivery

About You

In order to qualify for this role, you should have 5+ years of related work experience as a Building Inspector, Site Supervisor, Construction Coordinator, Project Officer, Project Manager, or a related position, along with a Red Seal certification in a relevant residential trade. An alternative combination of education and experience may be considered. 

Additional qualifications may also include:

  • Experience working as part of a project team involved in building & design, operations & maintenance, or housing project delivery
  • Experience developing scopes of work and cost estimates
  • Experience in building inspections and building codes 
  • Cold climate building design and construction experience
  • Fluency in more than one of Nunavut’s official languages is an asset
  • Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross-cultural environment are assets 

The successful candidate will demonstrate strong communication, problem-solving, and time-management skills. The ability to coordinate many activities simultaneously and to track the progress of all of the activities is crucial. 

Finally, you must be self-motivated, have the ability to work effectively as part of a team and individually, and be willing to relocate.
